Yes, being restricted to the Tablet Input Panel (TIP) is a pain but for me,
I can live with it.
If you have Office 365, then you have OneNote already.
I see MS has released a new Ink Editor which introduces new pen gestures for
MS Word users. One of the gestures involves circling text to select it.
This clashes with a write anywhere system as it coincides with an "o".
Consequently the possibility of a write anywhere system seems like it is
becoming more remote on a MS system.

You are going to want to purchase a copy of Microsoft OneNote. It is by far
the most newton-like (and perhaps all-around best) note-taking experience
available today.
