Scott,
I've never worked on a Wallstreet II, but it sounds like you may have a bad
PRAM battery. pull the keyboard up and disconnect the battery, also take out
the main battery. give it a reset and plug it in and boot it up. once it's
booted you may plug the PRAM battery back in, however if it's totally flat
you may end up having the same issue again.
The problem here is that when both the batteries are flat, they pull too
much current, and then the computer refuses to boot.
