It seems that the amperages that you are seeing are too low are too
low. Expect an ac voltage of 6.3 or so and charge amps of more than
an amp.
When I have had a bad battery I see cycles such as the ones that you
are reporting as the battery gradually builds to 3 volts or so while
at the same time the battery temp goes up. On a bad pack the temp
reaches some critical level and the 'waiting' changes to 'fault' or
'toast'.
Sadly all that I am offering is to continue this thread till someone
who has more skill than I speaks up
Meanwhile try cleaning all the contacts on the battery.
