I can't speak for other countries, but in Poland, advertisers are
allowed to stuff the mailboxes themselves. Since labor is quite cheap,
it pays--actually, there are companies that will deliver your ads for
you--including, btw, the Polish Post Office (but not your letter
carrier--it's a different bloke)
