Sure, all things are possible. Of course this isn't going to ever
happen, since we don't have the source for NCU.

What are you trying to achieve?

PS Eckharts wonderful software should allow PocketPC's to act as a
package installer and/or allow some data exchange wirelessly, assuming
the pocketPC in question has Bluetooth.
