Of course, since there is no PPP server for it to connect to on the PB.

You need to provide a TCP/IP interface on the bluetooth card.

I don't think you "need" to use PPP for the connection, although that
probably isn't a big deal, it is one more thing to figure out and get
running right (the PPP server on the PB that is).
You might use a new internet setup on the Newton that connect via BT
and doesn't use PPP but is manually configured (ie has the actual IP
address of the PB's BT port).
