I have tried and tried to make Outlook do this, but you can't. You also can
only IMPORT one at a time as well, so if you dump it a VCF file that contains
multiple cards, it will open a dialog box for each and every one, which you
have to close manually. This sucks.
Had I more time, I'd write you a quick VB tool that would convert Outlook's
CSV format to a VCF file. Mail me off-list.
