Have you tried disabling the FIFO buffers on your serial port?

Device Manager -> Port -> Properties -> Port Settings -> Advanced

Uncheck "Use FIFO Buffers".

Seriously, this is one of those problems that has baffled me since I started
using the Newton. I have always connected via Serial to Windows and I have
never had a problem, never had to run Slowdown, disable buffers, or anything.
As of right now I have an AMD Athlon XP2500+ at home and a PIII-733 at work.
