The X-ray radiation isn't the Hawking-type evaporation. The high-power
x-ray "jets" that shoot out perpendicular to (some) black hole's spin axis
and are thought to power quasars (pretty much unamimously I think) is
though to be plasma that is flung away from the accretion disk aound the
BH by it's magnetic field, which is distorted into a spiral by a spinning
BH's distorsion of space (the Blandford-Znajek process, described on
pp348-354 of Thorne, Black Holes and Time Warps). Radio emmision is also
caused by electroncs spiraling through the magnetic field and emitting
syncrotron radiation (there's a rather elegant explanation for the
emmision of syncrotron radiation based on general reletivity that I heard
on the Usenet years ago that I forget [although I don't know if it was to
believed])
The accretion disk also emmits other types of radiation by simple
frictional heating, as the material (plasma) is spinning around at close
to the speed of light right above the horizon.

based on some info i gleaned (i think) from sci-am and mr. hawking, they
apparently (as i inguired earlier) evaporate from expulsion of xrays along
their rotational axes...
