I suspect this is an area where European and US interpretations of fair use
or fair dealing diverge. Here is an excerpt from a US site (eff):

people to make a copy of copyrighted music for their personal use provides

copy of their computer software as an essential defense against future media

but I'm pretty sure that in th UK at least the situation is not as clear as
this.

Unfortunately the issue is even more complicated than that. Content
providers (e.g. record companies) say that making exact digital copies is
not fair use either. So if we can't make exact copies and we can't make
copies that are different, what is fair use?

Not true. It's possible that the ecopy you download is a different
edition with different edits from the version you own on paper, or more
appendices, or the like.
If it's different by one character than the copy you'd have made
yourself, it's potentially a copyright violation.
