I've found that you don't need a data service to make data calls, only to
receive them.
I use a FirstFone GSM card 900Mhz which sucks batteries and was bought as a
bit of fun. Some people report using Nokia phones with an adapted cable - this
would seem like the best plan.
I'd get a monthly plan with free wap minutes as you should be able to use the
wap line to get mail and other stuff.
