you're sure that your ISP requires a proxy setup?
(I thought this was typical mostly of corporate firewalls)
did you look at the Newt's Cape docs?

does the URL you entered into Newt's Cape's Proxy URL preference
begin with http:// ?
if your ISP requires a port #, does the URL end with colon followed by the
number?
