Nope, not unless you have your own printer that's not on the network and
is one the Newton supports. Or if the printers you were trying to print
to have IrDA support - we have HP printers here that I can print to both
from IrDA and via the Ethernet card in my Newton.
Complain to your IT people about turning off AppleTalk. There's no good
reason or excuse for that. They are supposed to support YOU, not inhibit
you. Turning off AppleTalk is a network manager being tyrannical, not
responsible.
